The Institute for Clinical and Economic Review (ICER) value assessment framework is one of the earliest endeavors to establish a formal and comprehensive health technology assessment process in the United States. It utilizes multiple considerations, including cost-effectiveness analyses and budget impact analyses, in order to determine the economic value of therapies. What is unknown is the impact ICER is having on payer decision making, and little evidence has been gathered to date to evaluate the perceptions and utilization by this important stakeholder of the ICER framework.
